Ofer Cohen, the founder of TerraCRG Realty, and his wife, Brooke Safford Cohen, a former Corcoran broker turned developer, have snapped up a Gramercy townhouse on East 19th Street for $3.8 million in an all-cash deal, according to a deed that appeared Thursday in the city register.
