Kevin Moran, a City Hall veteran, has been promoted to chief technology officer.Mr. Moran replaces John Tolva, a former IBMer who left City Hall last fall and joined engineering and consulting firm PositivEnergy Practice.Mr. Moran has worked for the city's Department of Innovation and Technology for six years, most recently as director of IT. He previously worked for General Growth Properties, a Chicago-based real estate investment firm.
